Do I really need IIS to develop my page?

I want to use nFlickrViewer to develop a simple personal photography site on my Windows XP machine which I'll upload to my web host once it looks right.  I've tried to install nFlickrViewer but I get a message telling me that I need to have IIS installed in order to continue with the installation of nFlickrViewer.  I have never installed or used IIS and it looks like it's not freeware -- can someone advise me as to how I should proceed in order to develop my site using nFlickrViewer without having to pay for an IIS license?

As mentioned, "SimpleViewer with full Flickr thumbnail and full-image support". So I just wonder whether there's limitation for the image types that supported. Most of image viewer I see does not support SVG image, how about nFlickrViewer Great image viewer.
